Primary Function: Under the direction of the Director of Facilities and Construction, provide senior-level project management, technical expertise, and operational oversight for district construction and bond projects. Manage the planning, design, construction, budgeting, scheduling, coordination, and close-out of construction projects while ensuring compliance with applicable codes, standards, district requirements, and safety regulations. Oversee departmental projects and functions in the absence of the Director of Facilities and Construction.
Responsibilities/Duties:
Construction and Project Management
- Manage and coordinate small, medium, and large construction projects from planning through close-out.
- Oversee project scope, schedules, budgets, and expenditures to ensure projects are completed on time and within budget.
- Coordinate delivery of projects utilizing methods including Competitive Sealed Proposal (CSP), Construction Manager at Risk (CMAR), and Job Order Contracting (JOC).
- Coordinate procurement of architectural, engineering, and consulting services through consultant pools and Request for Qualifications (RFQ) processes.
- Coordinate procurement of construction contracts in collaboration with the Purchasing Department.
- Attend and conduct regularly scheduled and called construction meetings.
- Perform periodic construction site inspections to ensure compliance with construction contract documents, district standards, and applicable codes.
- Review blueprints, specifications, submittals, payment applications, change orders, and construction documents.
- Verify payment applications against actual work completed and materials stored onsite.
- Assist in preparation of punch lists and monitor completion of punch list items.
- Monitor and document project close-out activities, including as-built drawings, warranties, operation and maintenance manuals, and other close-out documentation.
- Track and coordinate facility warranty issues and corrective actions.
- Coordinate projects with local, state, and federal authorities having jurisdiction.
- Oversee architectural, engineering and other consultant firms to ensure project designs align with district needs and specifications.
- Provide communication and coordination among district departments, consultants, contractors, and stakeholders throughout project development and construction.
Bond Program Planning and Administration
- Assist with planning and implementation of current and future bond programs.
- Assist in developing project scopes, cost estimates, schedules, and budget projections for bond planning.
- Prepare and assist with progress reports, financial statements, budget amendments, and bond expenditure reports for presentation to Bond Committees and the Board of Trustees.
- Identify district facility needs, including upgrades and replacements, for inclusion in maintenance and operations planning and future bond programs.
- Conduct facility audits and evaluations of buildings, infrastructure, and sites.
- Coordinate safety, renovation, and facility improvement projects districtwide.
Energy Management and Building Systems
- Assist in the implementation and management of the District’s Energy Management System.
- Provide support related to HVAC controls, scheduling, and coordination with Maintenance staff.
- Coordinate with architects, engineers, and consultants regarding Mechanical, Electrical, and Plumbing (MEP) systems and energy-efficient facility solutions.
- Coordinate incorporation of energy-saving components into existing and new facilities.
Compliance
- Ensure compliance with district policies and applicable federal, state, and local regulations.
Administrative and Organizational Leadership
- Manage departmental operations and projects in the absence of the Director of Facilities and Construction.
- Prepare communication documents, reports, memos, presentations, letters, and correspondence as required.
- Coordinate departmental activities with other district offices and administrators.
- Implement collaborative practices to enhance customer service, project delivery, and stakeholder communication.
- Organize and maintain facility plans, archives, project records, and digital documentation systems.
- Compile, maintain, and file all required project correspondence, reports, records, and documentation.
- Maintain confidentiality of sensitive project and district information.
Other Duties
- Demonstrate professional, ethical, and responsible behavior.
- Serve as a positive role model for district staff.
- Attend after-hours Board of Trustees meetings, Bond Committee meetings, and other district meetings as required.
- Perform other duties as assigned by the Director of Facilities and Construction.

Education and Experience:
- Bachelor’s degree in Architecture, Design or a related field.
- Minimum of fifteen (15) years of architectural design or project management and construction administration experience required.
- Minimum of ten (10) years supervisory or consultant management experience preferred.
- Experience managing medium to large-scale construction projects preferred.
- Experience with K-12 educational facility construction and bond programs preferred.

- Respond to after-hours emergency calls as required
